US senators are meeting during the weekend for the first time since the federal closure began more than a month ago, but hopes for a bipartisan agreement on how to resolve the standoff appeared to diminish as Republican senators proposed a proposal toxic to Democrats: eliminating the ACA, known as Obamacare.
Growing Consequences of Government Shutdown
The effect on US citizens from the longest shutdown of the US government in history deepened on Saturday, as government employees went unpaid, airlines were forced to ground planes and SNAP benefits have been delayed for 42 million Americans.
Trump's Proposal from Golf Course
As weekend meeting got started, GOP senators welcomed a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by health savings accounts.
"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
GOP Endorsement
Multiple Republican senators praised the plan, which is similar to a alternative for Obamacare put forward in 2017.
"We're going to replace this failing program with something that is actually better for the patient," one senator said.
Another senator praised Trump's suggestion on social media, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator posted in response to Trump's suggestion. "We must stop taxpayer money from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."
Democratic Reaction
Democratic senators shared concerned responses to Trump's plan.
"Essentially, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been rejected by the public and Congress."
Another lawmaker reacted to the criticism of carriers by writing: "Well, Trump and the Republicans dislike how the big, bad insurance companies are overcharging Americans. Seriously? Then I applaud your support for universal healthcare."
Continuing Talks
The Senate went into recess without reaching a resolution, but Senate Republican leaders have signaled an openness to an emerging proposal from a small group of moderate Democrats to terminate the shutdown in return for a future vote on the Obamacare payments.
One Democratic senator, who is spearheading the talks among centrists, said that Democrats "need another way ahead" after Republicans rejected an proposal to reopen the government and continue the subsidies for a year.
Another leading Democratic lawmaker continued in maintaining that Republicans should agree to a one-year extension of the payments before discussing the long-term of the tax credits.
"Doing nothing is irresponsible because people will go bankrupt, people will become uninsured, people will get sicker," the senator stated in a floor speech. "That is what will happen if this Congress does nothing."
Partisan Situation
None of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same insurance companies, or that Republican legislators need the support of eight Democrats to restart the government, and the concept of repealing and substituting Obamacare with HSAs is improbable to earn a single Democratic vote.
Several observers indicated that the core of such a proposal would eliminate the ACA's requirement that carriers cover individuals with existing health issues.
After his golf outing, Trump went back to his private club and doubled down on his demand that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a version of the proposal that failed to garner enough backing in 2017.
